I'm the office administrator for a 140-person metal fabrication company. That means I'm the person who orders the gloves, respirators, hearing protection, welding helmets, fire extinguishers — basically anything a safety manager doesn't want to think about. The annual spend across our safety supplies is roughly $180,000, spread over about 15 vendors. I report to both operations and finance, which means I get pulled in two directions: keep costs down, but don't let anyone get hurt.
I'm not a safety engineer. I can't give you a code-by-code breakdown of OSHA. What I can tell you is what it looks like from the purchasing side: the cheapest price is almost never the cheapest cost.
The water fire extinguisher that started it
Last spring, someone emptied a full ashtray into the break-room recycling bin. A few minutes later, I walked in and saw smoke curling up from the paper. I grabbed the extinguisher off the wall, pulled the pin, and put it out. The unit was a water fire extinguisher, and it worked, because the fire was paper and cardboard — a Class A fire. If that bin had been near the coffee machine's power strip, water would've been the wrong answer.
Here's the part I'm not proud of: I'd been in that building for two years and had never checked what class of fire extinguisher was mounted where. I knew I should. But the building had passed inspection, so I assumed it was fine. That was the one time the assumption mattered.
According to OSHA's fire extinguisher standard (29 CFR 1910.157), extinguishers have to be selected for the class of fire that could occur in the area. A water unit is great for paper, wood, and ordinary combustibles. It is not the tool for electrical equipment. We added an ABC dry-chemical unit to the break room anyway, because it can handle more classes, and kept the water unit for the office storage area where there's nothing but paper and cardboard.
So glad that bin was on the opposite side of the room from the outlets. Dodged a bullet.
The gloves: cheap on paper, expensive on the floor
That incident got me looking at our safety supplies with fresh eyes. The first thing I found was a complaint trend about gloves. We'd been buying a budget-tier nitrile glove at $4.20 a box. The Kimberly-Clark blue nitrile gloves cost about $6.80 a box. If you look at unit price, the choice seems obvious. But our shift leads were telling a different story: people were tearing the cheap gloves when they pulled them on. Some were going through two or three pairs a day. When a glove fails, people either change gloves constantly or keep working with a torn glove. Neither is acceptable on a metal floor.
I ordered one case of the Kimberly-Clark blue nitrile gloves as a test. The surprise wasn't the price gap. It was the usage gap. We didn't do a scientific study, but after we switched, the rate of glove requests dropped about 20%. The blue color also made it easier to spot a puncture before it became a problem. The decision wasn't 'buy the premium brand because it's premium.' It was 'the slightly more expensive glove costs less per employee per week because it gets used properly.' That's how I think about it now.
The Kimberly-Clark N95 duckbill mask decision
Respirators were next. We had a pile of leftover N95 masks from the pandemic years, all from different sources. Some were flat-fold, some were cup-style. When I finally standardized our inventory, I tested the Kimberly-Clark N95 duckbill mask against the flat-fold mask we had the most of.
The flat-fold was cheaper. But the main complaint was that it folded against the face and made it hard to breathe and talk. The real difference showed up in whether people wore it.
I should add: I'm not a respiratory protection specialist. Our safety coordinator handles fit testing and the written program. But from a purchasing perspective, the best respirator is one people don't hate enough to take off.
Are Loop earplugs worth it? I had to answer that for real
Then HR came to me with a request. Someone had seen Loop earplugs online and asked if we could buy them for employees. The question landed on my desk: 'Are Loop earplugs worth it?'
I get why people like them. They're comfortable, they look better than foam earplugs, and they're good for conversations or concerts. But our production floor runs around 90–93 dBA. OSHA's hearing conservation standard (29 CFR 1910.95) requires employers to provide hearing protection when noise exposures reach 85 dBA over an 8-hour average. The earplugs people like for a wedding reception aren't necessarily the ones that will keep a machine operator's hearing intact at the end of a 30-year career.
We didn't order Loop earplugs for the floor. The honest answer to 'are Loop earplugs worth it' is: it depends. If you're trying to focus in a noisy office or sleep on a plane, maybe. If you're standing next to a shear that's running 10 hours a day, you need protection with a published NRR rating and a proper fit. That's not a knock on a consumer product. It's just a different job.
The mistake I made earlier was buying one type of cheap foam earplug and assuming it worked for everyone. It didn't. Some ears are big, some are small, and people will find a reason to leave the earplug out if it hurts. We now offer foam, banded, and over-ear options. That's more SKUs, but it's less cost than a hearing loss claim.
The welding helmet that paid for itself
Welding helmets came up around the same time. Our welders were using older passive helmets—the kind you flip down before you strike an arc and flip up after. It works, but it slows things down. An auto-darkening welding helmet costs more upfront. One of our welders said switching to auto-darkening was like getting his hands back. He didn't have to crane his neck and flip the helmet up forty times per day. That's time, comfort, and less temptation to skip the protection for 'just one quick tack.'
I can't tell you exactly how many minutes per weld it saved. But I can tell you that when we asked our three full-time welders which helmet they'd want, they all said the same thing. The 'cheaper' helmet wasn't cheaper by the time you counted the slower work and the grumbling.
This gets into eye protection territory, which isn't my expertise. Welding helmets fall under ANSI Z87.1, and I'd recommend talking to someone who actually welds before choosing a lens shade. What I can tell you as a buyer is that the cheapest helmet is only cheap if it gets worn.
What I changed in our purchasing process
After that sequence of events, I started calculating total cost of ownership before comparing vendor quotes. Unit price is the tip of the iceberg. The other costs include:
- Ordering time and vendor management
- Inventory that expires or gets thrown out
- Tolerance for people not wearing the PPE because it's uncomfortable
- Return and replacement costs when cheap gear fails
- The cost of a safety incident — including the one that doesn't show up on a purchase order
We consolidated from 15 suppliers to 6 in 2024. Our ordering time dropped from about 8 hours a month to 3. I didn't cut total spend by a huge number, but we got more usable products for the money. That's a bigger win.
If you're in a similar role, start with the things that touch people's skin: gloves, respirators, earplugs, helmets. That's where cheap is hardest to get away with. And check your fire extinguishers while you're at it. A water fire extinguisher has a place in every building—just make sure it's the right place.
The most expensive PPE you'll ever buy is the one sitting in the cabinet because nobody wants to wear it.
