I can only speak to our context: electrical panels, overhead lines near two buildings, and employees who occasionally work in those zones. For us, Class E was non-negotiable. If your facility genuinely has zero electrical exposure, the Class E premium may not matter. But I'd verify that assumption before banking the $17 per hat.
Are Timberlands Work Boots? The Question That Won't Die

Durable, comfortable, great for casual wear. It is not tested for impact resistance, compression, or puncture protection the way a safety-rated work boot is.
ASTM F2413 is the standard that makes a boot a work boot: impact resistance against a 75-pound dropped weight, compression resistance against a 2,500-pound load, and optional electrical hazard, puncture, and metatarsal protection. If the boot doesn't carry that rating, it's a boot you wear to work—not a work boot.
We had an incident where an employee's unrated boot took a hit from a pallet jack. He was okay. The boot wasn't. And the workers' comp paperwork, the lost week, the safety review: that's the real cost of the $180 footwear savings. A rated pair from the same brand would have been tested against exactly that kind of impact.
